For many years tax rates and table were fairly easy to obtain. You just needed to get your hands on an ATO TaxPack which contained a myriad of tables. Since 2009 these tables are no longer so easy to find since the tax office decided to stop publishing them in the TaxPack. Instead, people searching for tax rates and tables now need to either subscribe to costly tax related journals or go online. That’s where the fun begins. Don’t get me wrong. I think the ATO’s web site contains a lot of current and relevant information – but try navigating around it! So here are some common tables to get you through. Here is a quick and easy checklist of tax rates ad tables for the past few years:

Tax rates 2013-14:
Tax rates for 2014 have changed with the most significant change being the higher tax free threshold of $18200. In reality, the combined changes to income thresholds and to the Low Income Tax Offset results in little change overall to the previous year:

0 – $18,200
Nil
$18,201 – $37,000
19c for each $1 over $18,200
$37,001 – $80,000
$3,572 plus 32.5c for each $1 over $37,000
$80,001 – $180,000
$17,547 plus 37c for each $1 over $80,000
$180,001 and over
$54,547 plus 45c for each $1 over $180,000

Medicare Levy 2014:


Note that the above tax rates do not include the Medicare Levy or Medicare Levy Surcharge, with the former increasing to a rate of 2% from 1 July, 2014 to fund the National Disability Care programme.

Changes to Tax Return Each Year: 

In May each year the government releases their annual budget in which changes to the tax system are announced. These changes can be big or small and can, as in recent years, have a significant
downward impact on the tax refund of Australian workers. Budget announcements also impact on what the annual tax return is going to look like and how your tax refund will be calculated. For many tax return preparers these changes can be challenging.

Bad news - There are quite a few NEW items on the tax return which could cause problems for many self preparers. There have been changes to the income tests used to work out some tax offsets, deductions and the Medicare levy surcharge. This may increase the amount of tax and Medicare levy surcharge you have to pay and reduce the amount of Spouse tax Offset, Senior Australians Tax Offset and Pensioner Tax Offset.
You may be affected by these changes if:
  • you pay child support
  • your employer has made extra super contributions for you such as salary sacrifice super contributions – these are called reportable employer super contributions
  • you have rental properties, and the deductions you will claim exceed the income you have derived from them
  • you have financial investments and the deductions you will claim exceed the income you have derived from them.
Now that the income tests include these additional amounts, your income may be above the existing income thresholds. This means that you may:
  • no longer qualify for certain tax offsets or you may only qualify for a reduced amount
  • no longer qualify for super co-contributions or personal super contribution deductions
  • be liable for the Medicare levy surcharge
  • be required to pay more of your Higher Education Loan Program or Student Financial Supplement Scheme debt.

What is Assessable Income?

Assessable income should not be confused with "taxable income", which is assessable income LESS allowable deductions

Assessable income is the starting point for all tax returns and includes all income receipts regardless of how it is taxed or whether specific Tax-Offsets apply. See this post for a checklist of what is included in assessable income.

Even though it is assessable, tax may not be payable if the income for the year ended 30 June is less than the appropriate tax-free threshold. See this post for details of the Tax Free Threshold and various rates tables that can apply to income.

A quick list of examples of assessable income are:
Some income receipts are specifically exempted from tax - see this post for a checklist of What is Exempt Income?

Other receipts, although they form part of a payment "Package" may not be assessable, but are still reported in the annual tax return - eg Fringe Benefits. 

You may also need to be aware of Adjusted Taxable Income (ATI), which, like Fringe Benefits, may effect other government entitlements (eg FTB) or liabilities (eg Medicare Levy Surcharge or Child Support). See this post for an explanation of ATI

A final point on income from a hobby.  Many people commence a business type operation but on such a small scale that it does not actually represent a business and is therefore not assessable income. Another scenario of a hobby is where a part time activity is pursued for pleasure or recreation. Income received from a hobby does not form part of assessable income.
